Microsoft cares that all users use Windows 10 and not old versions. So this could be intentional in the same way that Microsoft has also lowered the minimum hardware requirements that the operating system needs.

Personally, I would take advantage of this offer if I did not have Windows 10 yet, because nothing suggests that another Windows will appear again in a long time and it is also a much improved operating system compared to its younger brothers.
